You'd pause the server because you need to do some maintenance soon, but not right now, and there are logged-in users that are busy doing "stuff" that'd get screwed up if you just stopped the server. This would allow them to finish their work, but prevent others from coming in and further delaying your eventual stop of the service.=20
I have rarely used the pause myself, but I'm never in a situation where I've needed it, either. Usually I'm able to just tell everyone "get out" and then stop the server. If I was a full-time DBA, perhaps, where I was working with servers quite often, I might use it a little more.=20
I don't know if anyone at EPS has built any VFP-based services, but I'm in Philly (near you, in fact) and the rest of the gang is in Houston, so I can't just wander around and ask. <g>=20
