I haven't used InstaFox but have you looked at InnoSetup? It's written in
Delphi and it's FREE. Also, it is like WISE Installer but much easier to
use.

Rick Borup gave a presentation at the Chicago FUDG meeting when I was there
and he uses it for his installs. I've been using WISE Installer for years
but am planning on switching to Inno Setup.
