Gee, I'm surprised that you didn't qualify it even further. How about "When did the US use their veto on a cloudy Tuesday afternoon while the ambassador was standing on his head and wearing a green and yellow tie"?
A veto is a just that. You can concoct all of the imagined restrictions you want (You can veto any resolution, providing it isn't supported by a country with whom you have trade and alliance relationships), but that doesn't change the rules.
