It's not just you, it's everyone who uses IE. It seems that when viewing a page with frames, IE won't refresh all the frames, even with Ctrl-F5. The only solution is to go to ToolsInternet Options, and click the Delete Files... button to clear the cache. Quit IE, and then re-launch it. Now you should be able to actually get the current page.
