<i><font color="#663300">I am just starting out with frameworks....

Since the apps I am currently developing will eventually have an extensive Web interface would I be better off to start out with COMCodebook? rather than CodeBook? Or, as a newbie to OOP, would I be better off to start with Codebook and migrate to COMCodebook???

Advise would be greatly appreciated!

If you are going to have a Web front end I would say start directly with COMCodebook! It is designed to support a seperate physical middle tier which can be accessed by any front end. They even have examples of this on the web site.
