All depends on your task.
For example many Director developers prefer store small and middle size pictures into db, but movies are stored as URL.

Problem with such structure of data -- easy corruption by customer. So again, you an choose from 2 ways.
BTW, note, that Valentina use JPG compression for Picture field.
